I juni 2000 gav Författningsutredningen ett forskarlag vid Göteborgs universitet i uppdrag att genomföra forskning med anknytning till frågorna om att införa skilda valdagar och vårval i Sverige. Som ett led i denna satsning genomfördes en enkätundersökning av ett urval av partiernas val- och kampanjansvariga på kommunal nivå. Syftet med enkäten var att undersöka de lokala partifunktionärernas attityder till förändringar av det svenska vaölsystemet.
